Cochin Smart Mission Limited (CSML) is winding down after completing its mandate, leaving several urban projects in Kochi delayed and administratively uncertain. Affected works include redevelopment beneath the Vyttila and Palarivattom flyovers, a Rs 300 million (mn) project for organised plazas and pedestrian walkways, the Rs 54.3 million (mn) Nature Park near Vyttila Mobility Hub and the city's smart parking system. The transition has raised questions about continuity of implementation and maintenance. The flyover-area initiative along the national highway bypass remains undecided despite a no-objection certificate from the National Highways Authority of India (NHAI) on 22 April 2025. A senior NHAI official said CSML had not implemented the scheme and the authority had received no update. NHAI had required that parking be prohibited beneath bridge structures and that pedestrian routes be barricaded to prevent movement towards the carriageway. The Nature Park, developed across five point five acres along the Kaniyampuzha River, is expected to be completed although land-filling work has delayed progress. The project, delivered with the Vyttila Mobility Hub Society (VMHS), had an earlier completion target of September. CSML is preparing project reports for handover to Kochi Corporation. CSML had rolled out initial modules of the ParKochi mobile application, including advance booking, sensor-based tracking and digital payments across 30 key locations. Further software development and integration remain incomplete, with real-time data exchange, location-based monitoring and automated enforcement requiring technical support. Integration work has stalled during the organisational transition. Kochi Corporation is considering alternative implementation mechanisms, including making the civic body the nodal agency and creating a project management unit with expertise in planning, engineering, finance and information technology. The handover of project reports will determine how delayed initiatives and maintenance obligations are taken forward.
