Delhi Launches Rooftop Solar Drive Under RESCO Model

In a push to reduce electricity bills and accelerate the shift to clean energy, the Delhi government has launched a large-scale rooftop solar initiative under the RESCO (Renewable Energy Service Company) model, according to an official statement on Monday.

Under the RESCO model, a third-party firm installs, owns, and operates rooftop solar systems at no upfront cost to residents. Consumers, in turn, pay for the electricity generated at lower rates under a power purchase agreement.

Chief Minister Rekha Gupta said the initiative aims to make Delhi a clean, energy-efficient, and environmentally responsible capital. “We are ensuring that citizens get access to solar energy without any capital investment,” she stated.

Solar power generated through this scheme will be integrated into consumers’ existing electricity bills through a unified billing mechanism, offering both convenience and savings.

To further support adoption, the Delhi Cabinet has approved an additional Rs 30,000 subsidy for 3 kW rooftop installations under the Prime Minister’s Surya Ghar scheme, bringing the total subsidy to Rs 1.08 lakh (Rs 1.08 million), including the Centre’s contribution of Rs 78,000.

With a budget allocation of Rs 500 million, the government targets rooftop solar installations on 230,000 homes over the next three years.

“This is not just an energy solution—it’s a people-led movement to make every rooftop a source of power and every citizen a partner in Delhi’s clean energy future,” Gupta added.
