Indian Railways Invites Rs 40.21 mn Tender For One MW Rooftop Solar

The Deputy Chief Electrical Engineer/M, on behalf of the President of India, invited open e-tenders for the development of a one megawatt (MW) grid-connected rooftop solar photovoltaic (PV) power plant at the BLW Workshop. The project, under tender reference EL-1292-W-1189R1, forms part of efforts to strengthen renewable energy infrastructure in government facilities. The contractor will be responsible for design, supply, installation, testing and commissioning.\n\nThe installation will operate on-grid without battery storage and will include an automatic water sprinkling system to clean panels and reduce dust. The estimated project value is Rs 40.21467 million (mn), and the contract allows six months from award for completion. Procurement will use a two-packet e-tender system with separate evaluation of technical and financial bids.\n\nJoint ventures and consortiums are not permitted and only individual eligible firms may submit bids through the e-tender portal, with no manual submissions accepted. The tender document was uploaded on 18 July 2026 and online submission opens on 4 August 2026, closing on 18 August 2026 at 3:00 PM, with offers required to remain valid for at least 90 days. An Earnest Money Deposit of Rs 0.8043 mn, about two per cent of the estimated cost, must be submitted online, with exemptions for fully government-owned PSUs and DPIIT recognised startups and a fifty per cent concession for registered labour cooperative societies.\n\nThe successful bidder must furnish a Performance Bank Guarantee equal to five per cent of the contract value, about Rs 2.011 mn based on the estimate, within 21 days of the Letter of Acceptance, and a Security Deposit of five per cent will be retained during execution. The tender sets out contract scope and financial requirements and prospective bidders are advised to review conditions carefully before submission. The initiative forms part of ongoing commitments to expand renewable capacity at government facilities and improve energy efficiency at rail workshops.
