National Roadmap For MSME Decarbonisation; AP Leads Adoption Drive

Energy Efficiency Services Limited (EESL) will roll out a national roadmap to promote energy-efficient technologies among Micro, Small and Medium Enterprises (MSMEs), with Andhra Pradesh emerging as a key adopter. The roadmap seeks to integrate sustainability into industrial expansion while supporting employment and technology-driven development under the state leadership. Officials framed the effort as aligned with the Chief Minister's vision of technology-driven development and environmental sustainability. The initiative is presented as a national template for scaling energy efficiency across regions.\n\nOfficials said the roadmap builds on established programmes such as UJALA, the Street Lighting National Programme, distributed solar and smart metering. It aims to transform energy-intensive MSMEs through scalable solutions, innovative financing mechanisms and international technology integration. The design emphasises modular projects and an ESCO-based deployment model to reduce upfront costs for enterprises. Strong coordination between central and state agencies will be central to implementation. State officials noted early successes in Gujarat, Maharashtra, Punjab, Rajasthan, Uttar Pradesh and Karnataka, and highlighted a memorandum of understanding signed during the CII Global Summit in Visakhapatnam as a replicable model for Andhra Pradesh. The programme integrates existing initiatives including the UNIDO–GEF–EESL programme, BEE–EESL MSME initiatives and the ADEETIE scheme. Financing routes are intended to include innovative public and private instruments to overcome capital constraints among small units. Technical assistance and capacity building are slated to accompany equipment deployment.\n\nAuthorities project that adoption will enhance competitiveness, reduce operating costs and improve productivity across the MSME sector. The roadmap is positioned to address energy intensity while creating pathways for job generation and cleaner industrial growth. Officials emphasised monitoring and evaluation frameworks to track savings and replication potential. The initiative is expected to serve as a model for other states seeking low-carbon industrialisation.
