SoftTech Powers Digital Urban Governance in Jammu and Kashmir

SoftTech Engineers Limited (SEL), a Pune-based pioneer in Architecture, Engineering, Construction and Operations (AECO) technology and e-governance solutions, announced a milestone in India’s digital urban governance on 18 March 2026. The Chief Secretary of Jammu and Kashmir inaugurated two digital platforms developed by the Housing and Urban Development Department (H&UDD), Jammu and Kashmir, which are powered by CivitPERMIT (AutoDCR). The launched systems comprise an Auto Scrutiny-based Building Permission and Change of Land Use portal integrated with GIS-based master plans, and a Unified Web Portal for the H&UDD. H&UDD officials described the Building Permission Portal as a first-of-its-kind initiative that unites automation, spatial intelligence and regulatory compliance on a single interface.

The Building Permission Portal automatically scrutinises AutoCAD drawings and verifies conformity with building bye-laws and GIS-mapped master plans, removing manual intervention and accelerating approvals. The Auto Scrutiny workflow is intended to reduce processing time and standardise assessments by applying rule-based checks against statutory parameters. Integration with GIS master plans enables spatial validation of proposals and aims to improve oversight of urban development decisions. The Change of Land Use function has been aligned to the same automated scrutiny to expedite land use approvals.

SoftTech’s chairman and managing director indicated that the deployment represents steady progress in technology-led transformation of approval systems and is expected to improve efficiency and enable faster, more streamlined urban development processes. The company positioned CivitPERMIT as a means to combine automation, GIS intelligence and compliance verification into a single platform to support municipal and state approval authorities. Officials from the H&UDD anticipate that the systems will support transparency and better coordination across planning and enforcement agencies.

SoftTech Engineers Limited develops enterprise platforms for government bodies and infrastructure organisations to digitise planning, approvals and project monitoring. Its product suite includes CivitPLAN, CivitPERMIT (AutoDCR), CivitINFRA and CivitBUILD, which support building plan approvals, urban governance and infrastructure project management. For further information the press release provided an investor contact email and the corporate website.
