India Launches First Greenfield Refinery-Cum-Petrochemical Complex

Hindustan Petroleum Corporation Limited (HPCL) has opened India’s first greenfield refinery-cum-petrochemical complex at Pachpadra following an investment of Rs 794.5 bn. The complex combines a crude oil refinery and petrochemical units on a single site and is described as a new industrial facility built on undeveloped land. The refinery has a refining capacity of nine Million Metric Tonnes Per Annum (MMTPA) and the petrochemical units have a combined production capacity of two point four MMTPA.

The integrated arrangement links petrochemical output to downstream industries such as plastics, polymers and chemical processing, and the project is planned to act as an anchor for a petrochemical and plastic park in the region. The initiative is intended to support local manufacturing and supply chains by providing feedstock and intermediates for industry. HPCL, a Maharatna public sector undertaking under the Ministry of Petroleum and Natural Gas, is leading operations.

The inauguration had been scheduled for 21 April 2026 but was postponed after a fire occurred in the crude distillation unit on 20 April 2026; the unit has since been returned to service. HPCL has planned the phased start of petrochemical units in the fourth quarter of 2026, with some capacity expected to become operational by November or December 2026. Project timelines provided by the company indicate staged commissioning to bring full capacity online.

During the same visit, state projects worth Rs 1.06 tn were inaugurated or launched, including a new terminal building at Jodhpur Airport and the Jaipur Metro Phase 2 extension. Rajasthan lacks a coastal refinery and depends on inland petroleum infrastructure for fuel processing, a factor cited in planning the Pachpadra site. Officials said the complex will form part of broader regional development aimed at industrialising supply chains and creating employment opportunities.
