CGCA Concludes Eastern Region Review Meeting At NCA-F

The Office of the Controller General of Communication Accounts organised a two-day Eastern Region review meeting from 23 to 24 March 2026 at the National Communications Academy–Finance (NCA-F) in Ghitorni, New Delhi, under the chairmanship of Ms Vandana Gupta, Controller General of Communication Accounts. The meeting was convened to review performance and progress of field units in the Eastern Region and to strengthen coordination in key functional areas. The Office functions under the Department of Telecommunications and oversees communication accounting across regions.

The Eastern Region comprises the field units of Kolkata, Bihar, Assam, Jharkhand, North East-I, West Bengal and North East-II, and senior officers including principal controllers of communication accounts and controllers of communication accounts from these circles participated in the review. Detailed discussions covered administration, pension administration, internal audit, revenue management and Digital Bharat Nidhi (DBN) related activities. Participants noted the importance of inter-circle collaboration to address systemic issues.

Field units presented achievements, challenges and ongoing work in revenue assessment, prevention of leakages, pension service delivery and strengthening of internal audit mechanisms, allowing a consolidated view of operational priorities across circles. The Eastern Region collectively deals with around 350 telecom licensees and authorisations, handles annual revenue collection of approximately Rs 40 bn, and provides pension services to more than 60,000 pensioners through the SAMPANN platform, reflecting the scale of operational and service delivery responsibilities.

An interactive session with representatives from DBN Headquarters addressed operational and implementation issues and provided guidance to field units on prioritisation and monitoring. The meeting emphasised replication of best practices across circles, timely resolution of audit observations, strengthening of revenue monitoring and continued improvement of service delivery to pensioners and stakeholders, with a view to enhancing accountability and efficiency across the Eastern Region. Follow-up actions and monitoring mechanisms were identified to ensure implementation of recommendations.
