RECPDCL and BSPTCL Sign MoU to Upgrade Bihar Power Transmission

REC Power Development & Consultancy (RECPDCL) and Bihar State Power Transmission Company (BSPTCL) have signed a memorandum of understanding to develop intra-state transmission projects under the tariff-based competitive bidding mode (TBCB), marking a strategic step to modernise Bihar's power transmission network. The agreement seeks to create a resilient, technologically advanced system to support the state's growing energy demand and industrial expansion. The collaboration frames project selection through competitive bidding to ensure cost efficiency and transparency while enabling the timely mobilisation of capital and technical expertise. The partners have positioned the initiative as a foundation for long-term infrastructure enhancement.

Senior officials from the Government of Bihar and allied power entities attended the signing ceremony, underscoring the project's administrative priority. The Energy Minister, Shailesh Kumar, was present alongside the Energy Secretary and CMD of Bihar State Power Holding Company Limited (BSPHCL), the Chief Executive Officer of RECPDCL and the Managing Director of BSPTCL. Senior representatives from the energy department, BSPTCL and BSPHCL also participated, signalling interagency coordination. The presence of these officials is intended to accelerate decision-making and oversight during implementation.

The memorandum identifies grid modernisation as a primary objective, aiming to reduce transmission losses, improve power quality and integrate advanced monitoring and control systems. It emphasises transparent bidding processes under TBCB to attract competent developers and to drive competitive pricing for contracts. Accelerating project execution is highlighted through streamlined approvals, clear timelines and coordinated project management to fast-track critical corridors. The agreement also seeks to mobilise private investment to introduce global best practices, operational efficiencies and additional funding.

The Energy Minister indicated that the initiative will contribute significantly to Bihar's industrial growth vision for 2025–30 by ensuring reliable and efficient infrastructure for incoming industries. Officials expect that improved transmission capacity and system reliability will facilitate new investments, enhance supply security and support economic activity across the state. The partners have committed to follow the terms of the memorandum of understanding and to monitor progress as projects move into bid and implementation phases.
