Adani Lodha JSW Realty Vie For MHADA Redevelopment Projects

Adani Properties, Lodha Developers and JSW Realty and Infrastructure are competing for redevelopment contracts for three major MHADA layouts in Mumbai. The parcels include 98.27 acres at Bandra Reclamation, 34.33 acres across Adarsh Nagar, Worli, and 73.89 acres at SVP Nagar, Andheri West, together covering more than 200 acres. The three projects encompass thousands of tenements and have been identified for redevelopment as they date from the early decades after MHADA's formation and show limited development.

The redevelopment is being pursued under MHADA's construction and development agency model, a cluster redevelopment approach in which a developer rebuilds an entire plot, rehousing eligible residents in situ while securing a portion of land for sale. Eligible residents receive replacement flats sized according to their current units, with the developer obligated to provide the agreed quantum of housing stock to MHADA as part of the bid evaluation. A comparable scheme is under way at Motilal Nagar, Goregaon.

Tenders were invited until May 18 and the bids will be evaluated on technical and financial criteria, with the highest bidder being the one that commits the largest housing allocation to MHADA. Approvals from the Maharashtra government are required before work can begin, and the authority has also identified Ramkrishna Nagar in Khar and the Old MHB Colony in Borivali as the next layouts to be redeveloped. Legal challenges have been mounted by some residents in the three plots, though courts have previously ruled in favour of MHADA in similar disputes.

At Bandra Reclamation the 98.27 acres comprise 1,147 tenements, with eligible replacement carpet areas ranging from 930 sqft to 1,980 sqft. Monthly rent for residents rehoused during redevelopment starts at Rs 45,000 and rises to Rs 0.1 million (mn) for larger units. In Adarsh Nagar, Worli, 873 homes are eligible for replacement flats between 700 sqft and 2,150 sqft as calculated under Section 33(5) of the Development Control and Promotion Regulations. SVP Nagar comprises 4,548 tenements with replacement sizes from 680 sqft to about 2,280 sqft.
