No Blanket Extension Of ALMM List?II Beyond First Of June 2026

The Ministry of New and Renewable Energy (MNRE) has decided that no blanket extension of the deadline for applicability of the Approved List of Models and Manufacturers List?II for solar photovoltaic (solar PV) cells beyond the first of June 2026 is necessary. The decision followed detailed examination of representations from stakeholders and consultations with the industry. Under the existing framework, net?metering and open access projects commissioned before the first of June 2026 are exempt from ALMM List?II, while projects commissioned after that date must comply.

To protect investments already made, MNRE said certain net?metering, open access and renewable energy power projects may be granted appropriate time extension on a case?to?case basis. Eligible cases include projects where module installation is complete but commissioning is pending, or where developers have taken effective steps such as land acquisition, financial closure, connectivity arrangements and approval of electrical drawings. Each claim will be assessed on the basis of supporting information and documentary proof.

Renewable power developers seeking extension beyond the first of June 2026 may submit claims with requisite documentary proof through a dedicated portal developed by the National Institute of Solar Energy (NISE) on or before the thirtieth of June 2026. Claims will be examined by an Expert Committee to be constituted by the Ministry, which will recommend project?wise relief based on the information provided. The Ministry said residential net?metering consumers who voluntarily forego government subsidy under the Give It Up campaign of the PM Surya Ghar: Muft Bijli Yojana will continue to be governed by existing scheme guidelines until the thirty?first of March 2027.

The decision noted consideration of the Office Memorandum dated the twenty?ninth of April 2026 which advised that the West Asia situation be treated as war and that time extension of not less than two months and not more than four months may be considered in specific cases. MNRE said the move aims to preserve policy stability and investor confidence and to support domestic solar PV manufacturing. Further details are available in O.M.
