Delhi Secures Railway Approval To Resume Bhairon Marg Underpass

The Delhi government has received the final clearance from Indian Railways to complete construction of the Bhairon Marg underpass near Pragati Maidan, enabling resumption of work on a project that forms part of the Pragati Maidan Integrated Transit Corridor. The underpass, identified as Underpass number five, had remained stalled for several years owing to unresolved technical matters and pending approvals, a news agency reported. The infrastructure lies beneath a railway alignment in one of the capital's busiest traffic zones.

Public Works Department minister Parvesh Sahib Singh led coordination with the rail authorities and visited the site repeatedly to ensure that engineering concerns were addressed and approvals obtained. The government said the approach was intended to resolve issues rather than assign blame and that procedural obstacles had been systematically removed. Officials described the underpass as a critical link for easing congestion on the ITO corridor and around the exhibition complex.

For more than three years the Public Works Department had been unable to operationalise the underpass after structural concerns emerged and construction activity was halted in 2023. Engineers later identified corrective measures including foundation strengthening through grouting, structural stitching beneath the railway alignment and a revised cast in situ construction method better suited to the local ground conditions. The technical plan was presented to the rail authorities and resulted in the no objection certificate that removes the final procedural obstacle to resumption.

With the no objection certificate in place officials said the focus will shift to execution, speed and accountability and that the underpass is expected to be completed by December 2026. Work will be carried out within the existing sanctioned budget and officials emphasised that the project will not place additional financial pressure on the exchequer. Once completed the structure is expected to improve traffic flow for commuters and reduce congestion in a key central artery of the city.
