PWD Floats Tender To Replace 96,000 Streetlights With LEDs

The Public Works Department has floated a tender to replace 96,000 conventional streetlights with light emitting diode streetlights across the city, aiming to modernise the network and improve illumination. The programme is described as a phased replacement covering arterial roads, residential areas and public spaces and includes proposals for installation, testing and commissioning. Officials indicated the move is expected to reduce energy use and lower maintenance burdens while aligning with broader municipal sustainability goals.

The tender documents call for bidders to propose energy efficient fittings, smart control systems and warranties covering defects and performance for a defined period, with detailed specifications for luminaire efficacy and ingress protection. The procurement is structured to allow multiple vendors and packages to expedite rollout and maintain continuity of service during replacements. The department is setting technical and operational benchmarks to ensure interoperability with existing infrastructure and future upgrades.

Project planners estimate substantial reductions in electricity consumption and streetlight bills as a result of the switch, citing longer lifespans and improved lumen output of the proposed luminaires; lifecycle savings are expected to offset upfront investment over time. The replacement is projected to reduce maintenance cycles and accelerate fault detection through centralised monitoring systems included in the tender. Municipal maintenance teams will coordinate with contractors to manage traffic and safety during installations.

The tender process specifies timelines for submission, evaluation and award and establishes performance bonds and penalties to ensure contractual compliance; it also includes provisions for training local personnel in operation and maintenance. Stakeholders said the initiative complements other urban energy efficiency measures and follows precedent set by similar municipal projects. The department plans to monitor outcomes and adapt specifications in subsequent phases based on operational feedback.
